After an embarrassing day for the Quebec Provincial Police, where they first denied and then confirmed they had undercover officers acting as protesters at the 'Three Amigos' summit in Montreal last weekend, many questions still linger.
At a news conference scheduled by the QPP to answer questions regarding their behavior on Friday afternoon, Inspector Marcel Savard defended the three and insisted they were not there to provoke demonstrators. He also says one of the officers was given a rock by protesters but the officer had no intention of using it.
After originally denying it, the force has admitted the trio was involved in the protest after a video clip of the them showed up on the popular website, YouTube.com. But the provincial police are denying they were attempting to provoke protesters into violence and say the three officers were planted in the crowd to locate any protesters who were not peacefully demonstrating.
Public Safety Minister Stockwell Day has already rejected opposition calls for an inquiry. Day indicated that not only were police doing their job, demonstrators were the ones inciting violence. However, protest organizers say video evidence available on YouTube.com and through dozens of witnesses prove undercover police officers were inciting violence by attempting to stir conflict and carrying rocks.
Day says on Friday that video he's seen of the incident at the Montebello, Quebec meeting shows the undercover officers were exposed because they were not committing violence. Demonstrators say the opposite is true and the QPP undercover officers were attempting to ruin a peaceful protest. Day says he was told RCMP responsible for summit security were given clear instructions that no one was above the law and no officers incited violence. He also dismissed criticism from Canadian Labour Congress president Ken Georgetti and wondered if Georgetti knew there would be violence at the union-sponsored protest.
A spokeswoman for Quebec Public Security Minister Jacques Dupuis says the minister won't comment on the actions of the officers because he doesn't get involved in police operations. Green Party leader Elizabeth May demanded a full investigation into the controversy, saying this type of behavior is a flagrant abuse of our rights.
"Canadians have a right to know who these men are, whose orders they were following, who knew about this tawdry operation and what they hoped to achieve," says Ms. May.
"This is a blatant assault on our Charter-protected right of peaceful assembly and it cannot just be shrugged off with the bland official denials issued yesterday. Sadly, this incident is emblematic of the summit itself and of the entire Security and Prosperity Partnership process - a secret agenda for North American union advanced at meetings held behind closed doors."
"Now we must demand of this whole SPP charade: Take off your masks! Show us who you are! And tell us what you are really doing!"
Day also said on Thursday that no Mounties were involved and that the issue was the responsibility of the Quebec police.
But press releases by Day's own office before the conference show that security was a joint effort by the QPP, RCMP and Ontario Provincial Police.
" The unified police agencies, which include the Royal Canadian Mounted Police (RCMP), Surete du Quebec (SQ) and the Ontario Provincial Police (OPP), report positively on the security measures implemented to ensure public order and security during the North American Leaders' Summit."
